COVID-19 Exposes Supply Chain Vulnerabilities that Cause Food Insecurity

The cornavirus pandemic has highlighted supply chain weaknesses that are causing food shortages. As explained in an FAO report, the global pandemic is threatening supply lines leading to concerns about food insecurity. "A protracted pandemic crisis could quickly put a strain on the food supply chains, a complex web of interactions involving farmers, agricultural inputs, processing plants, shipping, retailers and more," the report said. In a March paper the U.N. Committee on World Food Security (CFS) warned that Covid-19 will cause heightened instability in global food supply. The pandemic also prompted the Food and Land Use Coalition to issue a call to action for world leaders over what they describe as a humanitarian crisis requiring urgent coordinated action.


Food shortages are already apparent around the world and according to Business Insider, food retailers may experience food shortages for 18 months or more. Food that comes from large industrial farms are especially vulnerable. The megabarns in which livestock and poultry are produced are breeding grounds for disease. Social distancing is not an option for farm workers or those that work in food processing facilities. Disease rapidly spreads in such workplaces and when these workers get sick the supply chain breaks down.

However, our current situation affords insight into the mechanics of supply chain disruptions. COVID-19 is far from over and it is certainly not the last pandemic we will face. We also know that climate change will be far more disruptive to supply chains. A warming planet interferes with food production by decreasing the fertility of soils, reducing the number of pollinators and increasing extreme weather events including droughts and floods.

As explained by Seckin Ozkul, a supply chain management expert at the University of South Florida, these disruptions help us to identify vulnerabilities. "We had seen regional, we had seen national disasters and destruction, but we had never seen a full global [disruption] at the same time — everyone shot down at the same time," Ozkul said. "So now we want to look at this so that the next time it happens we can be better prepared and we can actually take the necessary precautions so we don't see the impact as much as we see it now."

Using the lessons gleaned from this pandemic we can redesign our supply chains in ways that mitigate against the risks of disruption. One of the most important things we can do is create sustainable supply chains. To help reduce the risks associated with factory farms we can diversify the procurement of our foods so that we are not overly dependent on any one source.

Building Resilience to Supply Chain Disruptions due to Climate Change

Anticipating problems associated with climate change and planning appropriate strategic responses are critical elements of contemporary business. Companies need look ahead to identify environmental vulnerabilities attributable to climate change and find ways of addressing them. As climate change worsens supply chain disruptions can be expected to increase.

The global nature of modern day procurement means that things like extreme weather events in one part of the world can have far reaching impacts. The destructive effects of climate change are already reverberating up and down supply chains around the world the disruptions associated with climate change are almost certainly going to get far worse. Some estimates indicate we are going to see a six degree rise in temperature by the end of the century.

A report titled report titled “Value Chain Climate Resilience: A Guide To Managing Climate Impacts in Companies and Communities,” identifies who is most vulnerable and posits the best strategy for mitigating that risk. The report singles out manufacturers with substantial supply chains and advocates a strategy based on creating extensive supply/distribution networks.

According to a 2012 PwC report, 10 Minutes – Risk ready: New approaches to environmental and social change, many companies now view preparation for climate change not only an indicator of resilience, but also as a competitive advantage.

Companies should embed sustainability practices into their business models and work on developing strategies to mitigate or adapt to the risks associated with extreme weather events. The first practical step is identifying vulnerable areas.  Companies should work with their suppliers to pinpoint potential areas of concern.

Companies need to carefully review their long-term assets and infrastructure, particularly in coastal and low-lying areas. Sectors dependent on food, water, energy or ecosystem services need to scrutinize the resilience and the viability of their supply chains. Carbon-intensive sectors need to plan for more invasive regulation and the possibility of stranded assets (an asset that has become obsolete, or non-performant).

Once vulnerable areas are identified the PwC report recommends building resilience to climate change and mitigating risk with the help of buffers. Buffers are the margins that provide short-term space needed to absorb a shock after a traumatic event or incident.

Major advancements in supply chain efficiency in the past several years, including Walmart’s Sustainability Index and the introduction of the apparel and footwear industry’s Higg Index provide guidance on sustainable supply chain planning.

Companies must identify their exposure to climate risks and develop appropriate supply chain strategies.

The Sustainable Supply Chain Imperative

As climate change worsens supply chain disruptions can be expected to increase. The global nature of modern day supply chains means that events in one part of the world can have far reaching impacts. The destructive effects of climate change reverberate up and down supply chains and wreak havoc on procurement, production and logistical tactics.

There is an increasing need for companies to assess, evaluate and optimize their supply chain operations in order to reduce their carbon footprint, avoid disruptions from climate-related events, and meet the growing requirements from governments and customers.

Companies cannot avoid the impacts of climate change and year after year more more businesses are acknowledging these risks. In 2012 the CDP’s Global 500 Climate Change report  found that 81 percent of reporting companies have identified physical risks from climate change, compared to 71 percent in 2011. The report also says that 37 percent perceive these risks as a “real and present danger,” up from 30 percent in 2011 and 10 percent in 2010.

According to a PwC report, 10 Minutes – Risk ready: New approaches to environmental and social change, many companies now view preparation for climate change as not only an indicator of resilience, but also as a competitive advantage.

Climate change induced extreme weather events like drought, hurricanes, tornadoes  storms and floods are very costly. The PwC said that only one third of the $380 billion lost to "natural" disasters in 2011 was covered by insurance. Even in the absence of extreme weather, basic resources like water and energy are strained and in many places they have already reached a breaking point.

The PwC report, published just after Hurricane Sandy, says the ability to anticipate — and plan for — potential weather disasters is vital. Companies should embed sustainability practices into their business models to mitigate the risks associated with these major weather events.

The disruptions caused by Hurricane Sandy effectively illustrate the point. The devastating caused shipping delays and backed up supply chains and slowed deliveries by days and even weeks. The Hurricane closed shipping facilities, slowed transportation. Power outages and a lack of resupply prevented vehicles from being refueled forcing some companies like FedEx to assume the additional expense and logistical burden of renting fuel tankers. Grocery stores suffered significant losses of perishable goods.

In addition to protecting against the risks associated with climate change, sustainable supply chains are appreciated by customers, shareholders and employees. Optimized supply chains with smaller environmental footprints are also more efficient, less costly, and less likely to suffer from disruptions. Further, sustainable supply chains insulate companies from the shocks associated with sudden price increases and resource scarcity.

Another PwC report titled Low Carbon Economy Index 2012 says that the world is heading for a six-degree rise in temperature by the end of the century. The supply chain disruptions associated with climate change are almost certainly going to get far worse, so developing sustainable supply chains is not only a competitive advantage, it is a matter of survival.

Documentary - Water on the Table

This documentary about water was the Winner of the Best Canadian Feature Film at the 2010 Planet in Focus International Film and Video Festival.  The film features Maude Barlow, who has earned the nickname “Water Warrior.” She is the National Chairperson for the Council of Canadians and former Senior Advisor on Water at the United Nations General Assembly. Maude cares about the environment and she won’t back down from a fight with corporations who threaten the access to clean and free water.

Water sustains life, but in many countries water has also become a commodity. Barlow wants to put a stop to considering water a profit-generating good and have it declared a human right. Marshall takes us on the road with Barlow as she works to preserve Canada’s freshwater systems. We travel with them to Canadian and international speaking engagements and get to watch as they crash political meetings. Marshall’s character-driven social commentary is a visually stunning meditation on the beauty and all-encompassing need for clean water.

The Carbon Trust's Water Standard

The Carbon Trust's Water Standard is a new resource that helps companies to measure and manage their water usage. Carbon Trust worked with Sainsbury’s, Coca-Cola Enterprises, Sunlight and Branston — the four companies that have already adopted the Carbon Trust Water Standard — to develop the methodology for the new standard.

To achieve the Carbon Trust Water Standard organizations must:


  • Measure water input from mains supply, surface water abstraction, groundwater abstraction and rainwater collection. 
  •  Measure water output as trade effluent. Demonstrate reductions over time in both water inputs and wastewater produced. This can be done either in absolute terms, or in water intensity reduction in relation to turnover or product. 
  •  Achieve a passing score of 60 percent on a qualitative assessment of water governance, measurement and management.

One of the most obvious keys to responsible water management is increasing water use efficiency (WUE) and this entails arresting the prodigious flow of water from leaking pipes. All around the world countries are facing massive water losses form leaking pipes. Thankfully there some innovative new solutions to this wasteful problem.

Even a small leak adds up over time. To illustrate the point a dripping pipe can lose about one litre of water per minute. Over eight weeks that amounts to approximately 80,000 litres of wasted water. A leaking faucet in anther source of water loss. A faucet that drips one drop per second, would waste 27,000 gallons of water annually.

In Asia around 29 billion cubic meters of urban treated water is lost every year due to leaking pipes. This is worth about nine billion dollars annually. According to the Asian Development Bank, "by cutting physical losses to half the present level, 150 million people could be supplied with already treated water."

UK water companies lose a combined total of 3.3 billion litres every day. A British newspaper recently claimed that the leading water firms in England and Wales are losing almost 300 million gallons a day through leaks, enough to supply the daily needs of 11 million people.

Each day in the US leaking pipes lose 7 billion gallons of water, according to the American Society of Civil Engineers. On average there are 700 water main breaks nationwide each day.

Worldwide, up to 60 percent of water is lost due to leaky pipes. The World Bank estimates that worldwide costs from water leaks total $14 billion annually.

Startup TaKaDu is an Israeli company that is working to address the problem of leaking pipes. They have created a water network monitoring system service using existing data from already available sensors and meters on the network.

A similar effort is underway in the wine country of North California. In 2012, the Sonoma County Water Agency (SCWA), teamed up with IBM Research on a new analytics program which builds on the existing IBM-SCWA water management collaboration.

Reducing Water Use in the United States

This op-ed was written for World Water Day by Danielle Nierenberg, Co-founder of Food Tank. The article offers five steps that we can all take to reduce water waste in the United States. Danielle has spent the last two and a half years traveling to 35 countries across Africa, Asia, and Latin America, conducting research on environmentally sustainable ways of reducing hunger and poverty. The United States is one of the world’s biggest users of water—many Americans use as much water as approximately 900 Kenyans. As a result, water resources in the U.S. are shrinking. In the last five years, there have been water shortages in almost every part of the country, including the worst drought in at least 25 years, which hit 80 percent of the country’s farmland in 2012. Even worse, the damaged land won’t fully recover this year, and at least 36 states are expecting local, regional, or statewide water shortages, even without drought.

The Natural Resources Defense Council expects water scarcity to affect the American South, West, and Midwest the most. Fourteen states in these regions already have “extreme” or “high” risk of water scarcity. Arizona, Florida, Idaho, Nevada, and Texas face the most danger because they are expected to see some of the largest increases in population by 2030. Water scarcity is about more than lack of water, it’s about lack of drinkable water. It is estimated that as many as 53.6 million Americans have contaminated tap water.

But as eaters and consumers, we can profoundly reduce water waste and water consumption through the food choices we make. Recent research from the Barilla Center for Food & Nutrition (BCFN) shows that a healthful diet and environmentally sustainable diet can go hand in hand.

Here are five steps to save water in the United States:

Eating a little less meat. Switching from a meat-centered weekly menu to a diet rich in vegetables and grains could save 2,500 liters of water a day! And eating grass-fed and locally-raised meat, eggs, and dairy products can also save water.

Steam veggies instead of boiling. In general, steaming vegetables uses less water than boiling, and according to a study in the Journal of Food Quality, it is more nutritious. For example, boiling corn on the cob in a large pot may use 6-8 quarts of water, whereas steaming only uses 1-2 quarts. If you must boil, save the water for your garden, soup stock, or use it to clean pots.

Provide support for small-scale, family farms. Agricultural subsidies in the United States disproportionately support large-scale agribusinesses over the small-scale producers who are more likely to be engaged in sustainable food production, and may be challenged by drought or commodity price fluctuations. Changes in government support services could reduce this deficit and improve food and water security.

Streamline water use in home gardens. During the summer months, the U.S. Environmental Protection Agency (EPA) reports that nearly 40 percent of household water is used for watering lawns and gardens. National Geographic suggests incorporating native plants into your garden that are adapted to the local climate and often require less water. Manually watering plants, instead of using automatic sprinklers, cuts water use by 33 percent, according to a report by the EPA. Consumers can also buy self-watering planters, or construct rain barrels that can save you up to 1,300 gallons of water.

Reduce food waste. The U.N. Food and Agriculture Organization reports that nearly one third of all food produced for human consumption is wasted throughout production, storage, transportation, consumption and disposal. Learn about your food’s shelf life and how long you can store food in your freezer. Other ways to reduce food waste are only buying what you plan to eat, using leftovers to create new meals or donating food you can’t use to soup kitchens.

It’s more important than ever that this World Water Day Americans find ways to save every drop.

How Much Water is there on Earth

The graphic shows three blue spheres representing relative amounts of Earth's water in comparison to the size of the Earth. [The third is so small it is hard to see.] These images attempt to show three dimensions, so each sphere represents volume. Overall, it shows that in comparison to the volume of the globe the amount of water on the planet is very small - and the oceans are only a "thin film" of water on the surface.

If you took all the water on earth – in oceans, ice caps, lakes, rivers, groundwater, the atmosphere, and living things – and wrapped it into a sphere, it would have a diameter of about 860 miles. That 860-mile-high sphere is represented by the largest bubble in the picture, which stretches from Salt Lake City, Utah to Topeka, Kan. It has a volume of over 332 million cubic miles. If you popped this bubble with a giant pin, the resulting flow would cover the lower 48 states to a depth of about 107 miles.

In reality, most of the largest bubble is stretched over about 70 percent of Earth’s surface, a very thin layer over the land. As we stare out into them, we think of oceans as vast expanses. And in many parts of the world we feel water-rich, even as we hear stories of regions where water is far from abundant. This graphic shows that this amount of water is not nearly as abundant as it may feel.

Furthermore, most of this water is unusable to humans, because we need freshwater to survive, and 98 percent of that large bubble is saline. The much smaller blue sphere over Kentucky – by comparison, about 169.5 miles in diameter – represents the world’s liquid freshwater, including groundwater, lakes, swamp water, and rivers. However, 99 percent of that bubble is groundwater, much of which is not accessible to humans.

Now we can start to answer the question, how much water is available to humans? Do you notice that tiny blue speck over Atlanta, Ga.? That’s the bubble representing freshwater in all the lakes and rivers on the planet. Most of the water that people and ecosystems need every day comes from these surface-water sources. The diameter of this sphere is a mere 34.9 miles, with a volume of a little over 22,000 cubic miles. The sphere looks tiny compared to, say, the Great Lakes region, which is the largest freshwater source on Earth. But keep in mind that tiny dot is about 35 miles high.

In 2005 Americans used about 328 billion gallons of surface water and about 82 billion gallons of groundwater per day. Surface water is used as the primary supply of drinking and irrigation water, but groundwater is used for these purposes too. Groundwater is also vital in keeping rivers and lakes full, and it provides water for people in places where visible water is scarce, such as in the desert towns of the western U.S.

Still – look again at the picture. It doesn’t seem like a lot of water! Certainly, it’s not. It’s important to remember that water is a precious resource. It’s never sitting still; it moves between the air, the land, underground, to the ocean and back again via the water cycle. USGS scientists conduct studies to understand how much water is available now and for the future, including how water flows through the water cycle, how surface water and groundwater interact, and how the quality of our water impacts availability. These studies are important for wise water use, especially as the world becomes increasingly water stressed.

Climate change will also impact water availability. Projections indicate a steady increase in temperature progressing through the 21st century, generally resulting in snowpack reductions, changes to the timing of snowmelt, altered streamflows, and reductions in soil moisture, all of which could affect water management, agriculture, recreation, hazard mitigation, and ecosystems across the nation. Despite some widespread similarities in climate change trends, climate change will affect specific water basins in the U.S. differently, based on the particular hydrologic and geologic conditions in that area. For example, USGS models project that changes to snow pack in the Sprague River Basin in Oregon (pictured above) could cause annual peak streamflows to occur earlier in the spring as overall basin storage decreases, which may force managers to modify storage operation and reprioritize water deliveries for environmental and human needs.

Solutions to the World Water Crisis Requires International Cooperation

Sharing water across international boundaries is a complex international challenge that requires coordinated water policy formulation and responsible governance. To meet global water requirements governments at all levels need to work together to craft clear policies and enact enforceable laws. To address the world water crisis, governments, corporations and other concerned parties need an ambitious mission, long term vision, strategic goals and specific detailed planning.

Water is important for all living organisms. Without water, there will be no life. Entire civilizations have collapsed due to water shortages, therefore the pressing importance of finding international water solutions cannot be overstated.

People have been controlling water for more than four thousand years. The issue we face today is not about whether we should manage water resources, the issue is how this can best be achieved.

Water does not pay heed to national boundaries, as water systems commonly wind their way through many countries. Successfully addressing the problems associated with water, demands local, national, and regional cooperation.

To enable the available water resources to benefit the largest number of people, we need to see more responsible water harvesting, conservation and management. Because water is essential for all life and all sectors of society, we need widespread inclusive involvement to develop workable solutions. Water harvesting and watershed management is everyone’s business from the individual right up to national governments from the local organizations to multinational corporations.

There are examples of responsible water management that improve livelihoods, but more commonly, water is exploited in ways that do not benefit everyone. Historically, powerful actors have used water in ways that are harmful to others and the environment. Downstream users are routinely affected by users upstream due to things like diversion and pollution.

When water is inappropriately allocated, there are widespread deleterious consequences that impact the most fundamental elements of modern society including food, energy, business and governments.


Water and food


Drinking water is essential for life and the key to food security. We are already facing water shortages alongside growing agricultural demands. Burgeoning populations will further tax dwindling water resources. Over the next 40 years, agricultural production will need to increase by 60 percent to meet rising demand for food.


Water and energy


Water is essential for all forms of energy production. The connection between water and energy takes several forms including generating hydropower, agricultural applications to grow biofuels and the cooling of energy generating machines. The absence of water can cause power outages and force some very difficult decisions related to water allocation. Water is also vital to renewable sources of energy like biomass, hydropower, wind-power and even solar.

The natural gas extraction method known as hydraulic fracturing or “fracking” is another major source of water usage and a source of contamination. A 2009 report on modern shale gas by the Groundwater Protection Council, “Modern Shale Gas Development in the United States: A Primer,” stated that “[t]he amount of water needed to drill and fracture a horizontal shale gas well generally ranges from about 2 million to 4 million gallons.” The water used for fracking is contaminated with acids and other chemical additives. This extraction technique also releases naturally occurring radioactive elements and carcinogens like benzene.

Responsible energy development requires extensive water management planning, however, this is often absent in national energy infrastructure strategies. A report from the World Resources Institute illustrates the point. This report notes that nearly 80 percent of India’s planned power plants will be located in areas with very poor access to water.


The business case for pursuing water sustainability


Water scarcity and declining quality are widely acknowledged as growing problems that affect businesses globally. In response to this growing awareness, water sustainability is emerging as a strategic priority. Year after year water has climbed the corporate agenda. Corporations are realizing that they need to reduce their water footprint, address water related business risks and opportunities, and ultimately craft water sustainability strategies. Water management is one of the greatest challenges faced by the business community and it is emerging as a critical success factor.


The business community is not doing enough


Water is the new sustainability frontier and while businesses are beginning to understand the issue, they are not acting fast enough. A 2012 Carbon Trust study of 475 senior executives of large companies in Brazil, China, South Korea, the UK and the US, found that only one in seven firms has set a target for water reduction, or publicly reported their water performance. According to an October 2012 analysis by KPMG, 60 percent of the world’s 250 largest companies lack a long-term water strategy.

Mandating responsible water use


As the Earth’s most valuable single resource, governments must mandate responsible usage. This is precisely the conclusion of the Indian state of Maharashtra which is suffering from the ravages of long term drought. According to the business publication Livemint, Maharashtra state government is planning to make it compulsory for companies to adopt measures that include water recycling and rain water harvesting.


UN Water Convention


The UN convention for water provides useful policy recommendations and legal frameworks for the protection and management of local and transboundary water.

In 1992, the UN Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) offered guidelines intended to strengthen national measures for the protection and ecologically sound management of transboundary surface waters and groundwaters.

The Convention obliges parties to prevent, control and reduce transboundary impact, use transboundary waters in a reasonable and equitable way and ensure their sustainable management. Under the Convention parties bordering transboundary waters must cooperate by entering into specific agreements and establishing joint bodies. The Convention includes provisions for monitoring, research and development, consultations, warning and alarm systems, mutual assistance, and exchange of information, as well as access to information by the public.

In 1999, the Protocol on Water and Health sought to protect human health through better water management, including the protection of water ecosystems, and by preventing, controlling and reducing water-related diseases. It is the first international agreement of its kind adopted specifically to attain an adequate supply of safe drinking water and adequate sanitation for everyone. Parties to the Protocol commit to set targets in relation to the entire water cycle.

Initially the Water Convention was negotiated as a regional instrument, but in 2003 the Convention was amended to allow accession by all the UN Member States. The amendments entered into force on 6 February 2013, turning the Convention into a global legal framework for transboundary water cooperation. (It is expected that non-ECE countries will be able to join the Convention as of the end of 2013).

The 2003 Protocol on Civil Liability provides a comprehensive regime for adequate and prompt compensation for damage resulting from transboundary effects of industrial accidents on transboundary waters.

A global water agreement is an ambitious undertaking. While the UN Water Convention has provided valuable frameworks, there are numerous obstacles that are impeding implementation.

To succeed governments must coordinate policy and table effective legislation. March 22nd is World Water Day and the theme for 2013 is appropriately, “cooperation.” This year’s theme could not be more prescient. The diverse array of concerned parties must work together to find solutions and agree on implementation strategies. In the absence of global cooperation we will face devastating water shortages and far reaching civilization altering affects.

World Water Day 2013: International Year of Water Cooperation

World Water Day is held annually on 22 March as a means of focusing attention on the importance of freshwater and advocating for the sustainable management of freshwater resources. An international day to celebrate freshwater was recommended at the 1992 United Nations Conference on Environment and Development (UNCED). The United Nations General Assembly responded by designating 22 March 1993 as the first World Water Day.

Each year, World Water Day highlights a specific aspect of freshwater. In 2013, in reflection of the International Year of Water Cooperation,/ World Water Day is also dedicated to the theme of cooperation around water and is coordinated by UNESCO in collaboration with UNECE and UNDESA on behalf of UN-Water.

The fulfillment of basic human needs, our environment, socio-economic development and poverty reduction are all heavily dependent on water.

Good management of water is especially challenging due to some of its unique characteristics: it is unevenly distributed in time and space, the hydrological cycle is highly complex and perturbations have multiple effects. Rapid urbanization, pollution and climate change threaten the resource while demands for water are increasing in order to satisfy the needs of a growing world population, now at over seven billion people, for food production, energy, industrial and domestic uses. Water is a shared resource and its management needs to take into account a wide variety of conflicting interests. This provides opportunities for cooperation among users.

In designating 2013 as the UN International Year of Water Cooperation, the UNGA recognizes that cooperation is essential to strike a balance between the different needs and priorities and share this precious resource equitably, using water as an instrument of peace. Promoting water cooperation implies an interdisciplinary approach bringing in cultural, educational and scientific factors, as well as religious, ethical, social, political, legal, institutional and economic dimensions.

The United Nations Educational, Scientific and Cultural Organisation (UNESCO) was appointed by UN-Water to lead the preparations for both the 2013 International Year of Water Cooperation and the World Water Day, in collaboration with the United Nations Economic Commission for Europe (UNECE) and with the support of the United Nations Department of Economic and Social Affairs (UNDESA), the UN-Water Decade Programme on Capacity Development (UNW-DPC) and the UN-Water Decade Programme on Advocacy and Communication (UNW-DPAC).

UN-Water has called upon UNESCO to lead the 2013 International Year of Water Cooperation in view of the organization’s multi-dimensional mandate in the realm of natural and social sciences, culture, education and communication, and its significant and long-standing contribution to the management of the world’s freshwater resources.

On World Water Day a High Level Forum will take place in the Hague, Netherlands. Official celebrations of World Water Day will be hosted by the Government of The Netherlands in The Hague. The programme of the day includes inspirational speeches, presentations, panel and thematic discussions, and a series of public shows on the theme of water cooperation.

Also on World Water Day there will be a High-Level Interactive Dialogue of the 67th session of the UNGA at the United Nations Headquarters in New York. Taking place in the context of current discussions on the Post-2015 development framework and the process of developing a set of SDGs, the main objective of the event is to identify and discuss water-related challenges and key areas which in the future will require stronger political support and international cooperation.
