Cantor's Loss to the Tea Party Kills Any Hope for Green Legislation

The defeat of Eric Cantor by Tea Party candidate David Brat in Virginia means that we can expect the deadlock in Congress to continue. This is particularly true with regard to energy, environment and climate legislation. While the GOP is well known for being anti-science and anti-environment, Tea Party Republicans are far more likely to be climate deniers than their mainstream Republican counterparts. Cantor is no friend of the environment but he has lost to someone that is far less likely to support even the most rudimentary green legislation.

When it comes to climate change there is a stark partisan divide between Republicans and Democrats, but the tendency towards denial is far more pronounced among Tea Party Republicans.

According to a 2013 Pew Research Center poll, 67 percent of Americans think climate change is real. Only 4 percent of Democrats think climate change is not happening and 13 percent of non-Tea Party Republicans share that view. Among supporters of the Tea Party the number who deny the veracity of climate change soars to 41 percent. To put it another way 61 percent of mainstream, non-Tea Party Republicans think there is solid evidence for global warming, while just 25 percent of Tea Party Republicans share that view.

Despite massively outspending his opponent ($5.2m compared to $120,000), Cantor suffered a humiliating loss. The results are a stunning upset as a House majority leader has not suffered a defeat in a primary in 115 years. Cantor was the second most senior Republican in the House and he was expected to replace John Boehner as the speaker. This loss represents a significant defeat for mainstream Republicans and a major victory for the climate denying fringe.
The grassroots movement that helped the GOP to gain ground has hijacked the Republican party and undermined national governance. Their extreme form of obstructionism has even succeeded in shutting down government.

Brat's campaign strategy focused on how Cantor had worked on bipartisan efforts including immigration reform and financial compromise efforts such as extending the debt ceiling and budget authority.

For the Tea Party, working in a bipartisan fashion is tantamount to selling your soul to the devil. This election result will no doubt send shock waves through the Republican party and push some to be even more obstructionist, anti-science, and anti-environment than they already were.

Brat's victory is an indication that Republicans have yet to cleanse their party of their Neanderthal brethren. While many had hoped that Republicans would succeed in ferreting out the anti-government Luddites that infect the party, the most recent results indicate that they are still alive and well. The net result is that no legislation will get through Congress in the foreseeable future, this is especially true for progressive energy and environment bills.

The Tea Party has broken the American legislative process and this definitively precludes all forms of green legislation. Unless Democrats can retain control of the Senate and take back the House in the 2014 midterms the legislative deadlock will continue.

Five Groups Urging Support for US Energy Efficiency Bill

A number of groups have written joint letters demanding that the federal government pass energy efficiency legislation currently working its way through Congress. On April 18, 2013, Mrs. SHAHEEN (for herself, Mr. PORTMAN, Mr. COONS, and Ms. COLLINS) read the bill known as the Energy Savings and Industrial Competitiveness Act of 2013. It was read twice and referred to the Committee on Energy and Natural Resource.

The five groups that signed the letter are:
The Alliance to Save Energy
The Bipartisan Policy Center (BPC)
Business Roundtable
The National Association of Manufacturers
US Chamber of Commerce’s Institute for 21st Century Energy

The letters state that the Act enjoys strong, bipartisan support and should serve as the foundation for a comprehensive national energy policy.

The White House letter encourages the administration to maintain energy efficiency as a top priority in shaping energy policy for the country. It describes the president’s target of doubling the country’s energy productivity by 2030, which was issued in the most recent State of the Union, as an “ambitious but achievable goal…best met through deployment of energy efficiency.”

Some of the signatories to these letters had previously released reports that substantiate the value of the bill.

The Alliance to Save Energy’s Energy2030 report, calls on the nation to invest, modernize, and educate in order to reach a goal of doubling US energy productivity by 2030.

BPC’s report America’s Energy Resurgence: Sustaining Success, Confronting Challenges, includes more than 50 consensus-based recommendations on policy options to diversify energy production, including through cost-effective energy efficiency.

The energy efficiency bill calls for:
  • strengthening national model building codes to make new homes and commercial buildings more energy efficient while working with states and private industry to make the code-writing process more transparent
  • Providing competitive funding to states in support of commercial building energy-efficiency financing; 
  • Encouraging the Department of Energy to work with private sector partners to invest in the research, development and commercialization of innovative energy-efficient technology and processes for industrial applications
  • Establishing a volunteer Energy Department program – SupplySTAR – to help improve the efficiency of corporate supply chains.

House Republicans' Historic Anti-Environment Efforts in 2011 and 2012

In 2011 and 2012, House Republicans have amassed the most anti-environment record in the history of Congress. Contrary to the will of the American people, Republicans continue to resist clean air and clean water. Just before the November 2012 elections, Republicans called the House into session to push for extreme anti-environment and anti-public health bills that have already passed the House.

In 2012, the year that marked the 40th anniversary of the Clean Water Act, House Republicans worked to undermined clean drinking water in the US. The Clean Water Voting Record shows how House Republicans voted to endanger the drinking water sources of 117 million Americans by allowing toxic pesticide to flow into American waterways.

“For forty years, the Clean Water Act has helped protect our water." said Michael Brune, executive director of the Sierra Club. "But in the 112th Congress, we’ve seen an unprecedented attack from House Leadership on clean water policy.”

As reported by the Huffington Post, during this period, the House has voted over 300 times on the floor to block environmental regulations, weaken environmental laws and stop environmental research, and H.R. 3409 may well be the single worst anti-environment bill to be considered in the 112th Congress.

Here is a list of the top 10 anti-environment efforts contained in H.R. 3409
  1. denies the findings of climate scientists by repealing EPA's scientific finding that greenhouse gasses endanger public health and the environment
  2. nullifies the broadly supported emissions standards to reduce carbon pollution from model year 2017-2025 vehicles
  3. repeals California's authority to regulation carbon pollution from motor vehicles
  4. bar EPA from requiring power plants and refineries to reduce carbon pollution
  5. eliminate existing requirements for large sources to disclose their carbon pollution
  6. replaced the Clean Air Act with standards that are based on industry costs.
  7. scrap protections that require power plants to reduce emissions of mercury and other toxics pollutants
  8. eliminate the EPA's ability to apply minimum federal water quality standards to protect human health if weaker state standards are in place, as well as 
  9. eliminate the EPA's authority to object to state discharge permits that fail to meet Clean Water Act standards.
  10.  allow mountaintop removal coal mining.
