Building Support for Action on Climate Change Before We Reach Tipping Points

We need to take aim at those who are environmentally indifferent and hit them with an effective call to action. If climate advocacy is to succeed, we must do more than regurgitate the same tired rhetoric, we must work on a targeted message that encourages action. While a growing number of people accept the facts about our environment, inaction threatens the survival of our species. Time is running out, and unless we can find a way to get through to those who refuse to act, we will not make the needed changes in the time we have available.

It is easy to understand why many laugh at the Luddites who ignore climate change. However, this group is no laughing matter; they are in fact a serious threat to planetary health. Deniers are in the way of efforts to enact progressive national and state policies on energy and the environment.

In April, 2012, the Yale Project on Climate Change Communication released a poll indicating a solid majority of the U.S. public feels that global warming is real. While almost 70 percent of U.S. citizens accept the fact that the climate is warming, there are almost 90 million Americans who do not.

According to a study published in the spring 2011 edition of the Sociological Quarterly, the vast majority of Democrats accept the science of climate change, while more than half of Republicans deny its existence.  The pernicious ignorance of deniers threatens life on this planet and as reviewed by a 2012 Pew study, the gap on climate is more of a partisan issue now than ever before.
The data is irrefutable, even scientists who started out as climate change skeptics are being compelled to accept the overwhelming body of evidence. This includes people like Richard Muller, a physicist and global warming skeptic.

There has been a consistent flow of data supporting the existence of global warming. For more than three decades there have been reports warning us about climate change. In 1980 we saw evidence for global warming coming from scientists who were studying Greenland’s buried ice. In 1988, NASA climatologist James Hansen appeared before a U.S. Senate committee to warn us about climate change. In 1997, the Intergovernmental Panel on Climate Change report indicated that global warming is “unequivocal”, and is “very likely” due to human activities. In 2007 a Nobel Prize winning group of climate scientists released a report that said that extreme weather is just getting started. In 2009 the National Oceanic and Atmospheric Administration (NOAA) explicitly linked climate change to CO2. In 2011, the Department of Energy said that greenhouse gas (GHG) levels have actually surpassed the worst-case scenario set by climate experts. and NASA has shown that there are measurable increases in global temperatures and decreases in sea ice.
At the first Earth Summit in Rio de Janeiro in 1992, the concentration of CO2 was at 360 parts per million (ppm). Since then, it has risen to 400 ppm in the Arctic and that number is continuing to grow with no end in sight.

To combat the growing body of research, the fossil-fuel industry invests millions of dollars into disinformation campaigns that try to undermine the science of climate change. They also bribe their Republican allies to board the denial train. Now there are a plethora of pseudo-scientific groups, think-tanks and others that help to perpetuate doubt.

In the U.S., the failure of environmentally oriented legislation, the rejection of Kyoto and resistance to binding international climate agreements is attributable to these powerful lobbying efforts. As these initiatives fail, emissions keep increasing and the global climate keeps getting warmer.

Republicans are now the world heavyweight champions of denial. Climate denial is now sewn into the DNA of the GOP. Republican propaganda casts the science of climate change into the tired old narrative that all government is bad.

As recently as the 2008, Republican Presidential candidates accepted the science of global warming and advocated efforts to address it. Senator John McCain had even co-sponsored one of the first congressional bills to create a carbon cap-and-trade system. Mitt Romney, the 2012 GOP nominee, supported a regional cap-and-trade program while he was governor of Massachusetts. Now Republicans dismiss the science of climate change and their passionate partisan efforts have succeeded in blocking domestic legislation on energy and the environment.

Republican confusion is dangerous, it threatens our very survival. As such, engaging Republican supporters must be a priority. While there are many who are so entrenched, they will refuse any reasonable discussion, there are others who will respond to reason. These individuals must be the focus of environmental advocacy.

We cannot wait if we are to avoid runaway global warming. If we surpass key tipping points, there will be no turning back; the planet will pass critical thresholds which will have irreversible long-term consequences.

According to research published in the Proceedings of the National Academy of Science, there are nine possible tipping points:

1.        The Indian summer monsoon, which is needed to sustain crops
2.        Arctic sea ice
3.        The Sahara and Sahel in Africa could change dramatically
4.        The Amazon rainforest could dieback significantly
5.        The Boreal Forest could die back
6.        The Atlantic thermohaline circulation
7.        The El Nino Southern Oscillation
8.        The Greenland ice sheet
9.        The West Antarctic ice sheet

As opposed to the gradual, long-term warming trend we are seeing, tipping points could accelerate or change the effects already being perceived. The timeframes suggested by these researchers indicate it may come quicker than previously believed.

“Society must not be lulled into a false sense of security by smooth projections of global change,” said Tim Lenton of the University of East Anglia, and lead author of the research. “Our findings suggest that a variety of tipping elements could reach their critical point within this century under human-induced climate change. The greatest threats are tipping of the Arctic sea-ice and the Greenland ice sheet, and at least five other elements could surprise us by exhibiting a nearby tipping point.”

According to a new study, we are on the verge of an imminent, irreversible ecosystem collapse.  This research indicates that the planet’s ecosystems could quickly and irreversibly breakdown this century. These conclusions were arrived at by scientists using a combination of scientific theories, ecosystem modeling and paleontological evidence.

As reviewed in SFU News Online, a team of 18 scientists reviewed the Earth’s worsening trends in biodiversity and extreme weather. Researchers factored these elements in the context of the Earth’s interconnected ecosystems and presented their results in a recent Nature article.

As stated by one of the study’s authors, “once a threshold-induced planetary state-shift occurs, there’s no going back. So, if a system switches to a new state because you’ve added lots of energy, even if you take out the new energy, it won’t revert back to the old system. The planet doesn’t have any memory of the old state…In a nutshell, humans have not done anything really important to stave off the worst because the social structures for doing something just aren’t there. My colleagues who study climate-induced changes through the Earth’s history are more than pretty worried. In fact, some are terrified.”

Deniers are a minority, but there are powerful interests keeping their lies alive. It is important to reach deniers because these people are preventing us from adopting the policies we need to see to stave off tipping points in our immediate future.
Even those who accept the science of climate change need to be encouraged to do something about it. We need to build support for actions that reduce CO2 and other GHGs and this involves reaching out to both Republicans and Democrats.

As we ebb ever closer to the 2012 U.S. Presidential elections, voters need to understand that Obama and the Democrats are more likely to support energy and climate legislation, while the Republicans are a fossil-fuel-powered denial machine. However, even Republican candidates will respond if there is enough popular pressure. Unless a critical mass accepts the facts and is prepared to vote for change, we will not be able to avert a tipping point.

As Dr. Martin Luther King Jr. said, “How long? Not long.” At some point it will become painfully obvious even to those who have their heads in the sand. The day will come when no candidate who denies global warming will be electable.
Perhaps the greatest challenge for those who advocate on behalf of the environment is to remain hopeful in light of increasingly dire scientific warnings. We must cultivate the audacity to believe that we can step back from the precipice because without hope, there will be no action.

The industrial revolution took 200 years; the sustainability revolution will need to take a tenth of that time. The clock is ticking, which is why we need approaches that engage those who cannot see as well as those who see and do not act.

Canada has the Dirtiest Oil on Earth (Video)

In June, the Sierra Club released The Dirtiest Oil on Earth, an animation on the dangers of tar sands crude and pipelines transporting the world’s dirtiest oil from Alberta, Canada, through the US The animation illustrates the dangers of spills, destruction of natural areas, contamination of air and water supplies and political influence exerted by the oil industry to build pipeline projects designed to transport tar sands across the US to reach foreign markets.

Polling has shown that most Americans oppose the Keystone XL project once they know the facts about the proposed tar sands pipeline. A poll released earlier this year found that Americans oppose the pipeline once they understand the project’s severe risks to water, farmers and ranchers, and once increased air pollution and climate disruption are part of the conversation.

“The price Big Oil wants us to pay in our health and environment is far too high and America [must] draw the line at tar sands oil,” says Michael Brune, Sierra Club executive director. “Tar sands oil and pipelines like Keystone XL are front page news, but the bigger point is being lost. This project tells the real story of tar sands oil, climate disruption and political influence.” Related Posts

Canada an Environmental Pariah at Rio+20

Canada has once again attracted attention for its environmental contempt. At Rio+20 Canada along with nations like Venezuela and Saudi Arabia tried to undermine a motion calling for a phasing out of fossil fuel subsidies. Even though the International Institute for Sustainable Development estimates that the federal government could save more than $1.3 billion per year if it phases out all of the existing subsidies for the oil and gas industries. Canada's federal government is fighting hard to do all it can for dirty sources of energy while US President Barack Obama has called for an end to oil and coal subsidies, and the European Union has called for a firm commitment to phase-out of fossil fuels altogether.

One of the members leading Canada's delegation to Rio was Keith Christie, an assistant deputy minister from the Department of Foreign Affairs and International Trade. Christie is also involved in Canada's diplomatic efforts to promote the tar sands.

The Harper governments environmental insults go well beyond supporting the fossil fuel industry, amongst its many budget cuts, this government has terminated the National Round Table (NRT) and the Experimental Lakes Area (ELA).

It should come as no surprise that under the "stewardship" of Harper's Conservatives Canada will not achieve its 2020 GHG emission reductions target.

Its unyielding support for the old energy economy and the gutting of environmental research and oversight make Canada an environmental pariah.

Website Blackout In Support of Canada's Environment

On June 4, 2012, diverse groups from around the world blacked out their websites to protest Canadian Prime Minister Stephen Harper’s Conservative government’s war on the environment. Through a combination of sweeping budget cuts and legislation that prevents debate the ruling Conservatives are engaged in genocide against Canada's environment. On June 4, Sierra Club, Natural Resources Defense Council (NRDC) and 350.org featured "Black Out Speak Out" actions on their websites. These groups have joined others from across Canada, the First Nations and the EU with a simple message, “we will not be silenced.

The “Black Out Speak Out” coalition is a diverse alliance representing millions of people who are standing up to a dire threat to nature and democracy. They are blacking out their websites and darkening their profile pictures in a new form of 21st century protest. This message is intended for Conservatives, it is a call to defend Canadian values and to stand up for the country's land, water and climate.

In support of big oil, particularly the Alberta tar sands project, the Harper government wants to eradicate environmental oversight and muzzle scientific dissent.

As the 350.org team said in a recent letter, "The Canadian parliament is currently considering an omnibus bill that would vastly transform that nation's environmental protections while suppressing transparent public discussion. The new budget bill (Bill C-38) would replace the Canadian Environmental Assessment Act with a process that's vulnerable to corruption by powerful oil interests -- shifting power away from expert review boards and toward backroom lobbyists. What’s more, it would target charities advocating for environmental justice and climate change policy. The stakes are high, and we're asking you to help us make some noise about it."

“Canada—once an example for other countries on this planet—is in danger of letting tar sands greed undermine its democratic traditions,” said Bill McKibben, 350.org. “We’re blacking out our website for a day, because we want very badly for the Harper government to see the light: by deciding to keep carbon safe in the ground, it can set a shining example for the rest of the Earth.”

“This attack on democracy and nature starts in Canada, but the multi-national oil industry is pushing tar sands to markets in the United States and abroad, attacking any clean energy policies in their way,” said Susan Casey-Lefkowitz, NRDC international program director. “And now an emboldened oil industry is pushing for Congressional approval of the Keystone XL tar sands pipeline without further public input in the unrelated transportation bill. This is a critical time to join our Canadian friends in protesting this attempt to silence debate about our energy future and the need to fight climate change.”

“Let’s hope Harper gets the message that suppressing civil society’s voice in the interest of the oil industry is dangerously radical,” said Michael Marx, Sierra Club Beyond Oil campaign director. “It’s one thing to disagree with environmental groups, we’re used to that. But it’s quite another to try and silence your opposition by attacking civil society’s essential freedoms. Harper has crossed a very dangerous line.”

Visit BlackOutSpeakOut.ca to join the campaign and to access tools to make your voice heard.  Speak Out on Twitter, Facebook, and through your personal networks. Email or call your MP.

Former Environment Canada Employee on Harper's Conservative Government

Here is an open letter written in May by a former employee of Environment Canada. She describes herself as "a Canadian that cares about science and the environment." In this letter she gives an insiders perspective on what it is like to work for a government that is systematically dismantling Canada's environmental protections.
___________________________________

Dear Everyone,

My name is Naomi. I am Canadian. I worked for Environment Canada, our federal environmental department, for several years before our current Conservative leadership (under Stephen Harper) began decimating environmentalism in Canada. I, along with thousands and thousands of federal science employees lost any hope of future work. Their attitude towards the environment is ‘screw research that contradicts the economic growth, particularly of the oil sands’.

They have openly and officially denigrated anyone that supports the environment and opposes big-money oil profit as ‘radicals’. Every day in Canada, new information about their vendetta on science and the environment becomes quietly public and keeps piling up. I have been privy to much first-hand information still because I retain friendships with my ex-colleagues (though my blood pressure hates me for it).

While I was working there, scientists were effectively muzzled from speaking to the media without prior confirmation with Harper’s media team – usually denied, and when allowed, totally controlled. Scientists were threatened with job loss if they said anything in an interview that was not exactly what the media team had told them to say. This happened in 2008. The public didn’t find out for years.

During one of my contracts, I was manager of a large, public database set. Contact information for all database managers was available for anyone. I knew what was going on with the information and could answer questions immediately and personally. During this time, I noticed that the media team started asking me “What would I say” to certain questions. I answered unwittingly. After a certain period of time, I noticed that all contact information had been removed from the internet –eliminating the opportunity for a citizen to inquire directly about these public data sets without contacting the media team. The Conservatives effectively removed another board from the bridge between science and the public, and I had inadvertently helped.

Since then, the Conservative government has been laying off thousands and thousands of full-fledged scientific employees that have been performing research for decades at Environment Canada, Department of Fisheries and Oceans, and Parks Canada, shutting down entire divisions and radically decimating environmental protection and stewardship in a matter of a couple years.

I am afraid for my country. Canada is the second largest land mass in the world – though our population is small, you can be sure that when a country that encompasses 7% of the world’s land mass, and has the largest coastline in the world says “screw it” to environmental protection, there will be massive global repercussions. The Conservative leadership have admitted to shutting down environmental research groups on climate change because “they didn’t like the results,” are decimating the Species at Risk Act (our national equivalent of the IUCN Red list), are decimating habitat protection for fisheries, are getting rid of one of the most important water research facilities in the world (Experimental Lakes Area – has been operational since 1968, and allows for long-term ecosystem studies), are getting rid of almost all scientists that study contaminants in the environment, have backed out of the Kyoto protocol – and the list goes on and on and on.

Entire divisions of scientific research are being eliminated. Our land, our animals, our plants, our environment are losing all the protection that has been building for decades – a contradictory stance to the rest of the world. (Please see their proposed omni-bill that basically tells the environment to go screw itself, while also being presented in an undemocratic fashion that limits debate on any of the 70+ changes [http://tinyurl.com/89ys2nf]). David Schindler, a professor from the University of Alberta (and founder of ELA) quoted. “I think we have a government that considers science an inconvenience.” I am writing this to implore every single person to please – look into this subject, and help us, help ourselves. Contact your MP, the Fisheries minister, Stephen Harper, anyone, everyone. I can’t sit by and just post rants on my Facebook page anymore. Share this letter, discuss, anything. Canada is an important nation environmentally, and our leadership doesn’t give a fig for science or the environment. But we do. This Conservative minority leadership was voted in on a thin string in the lowest voter election turnout in recent history, but thanks to our ridiculous voting laws, have 100% full power to do whatever they want. And in the name of short-term monetary oil profit, they have realized that progressive science and the environment are threats (obstacles) to their goals, and are doing so many things to eliminate both.

We are depressed, and frustrated, and mad, and need all the help we can get to protect the value of science and our environment. In the age of globalization, intentionally non-progressive leadership is going to affect everyone. We share our waters, air, and cycles with all of you. Science IS a candle in the dark, and we cannot let greed extinguish that flame. What happens in Canada – will happen everywhere.

Thank you. Sincerely,

A Canadian that cares about science and the environment

**Update (May 22, 2012). There has been a huge overwhelming response to this letter. Over 40,000 people have viewed it, with hundreds of comments. There are a lot of different organizations that want to be part of a larger movement. There are also quite a few scientists who may want to speak out, but still cannot. I encourage anyone who wants to contribute and organize, and may desire to do it more discreetly (ie: anonymous and or/not as a public comment), to email me at deciphering.science@gmail.com. Please let your colleagues know as well. I will never publish your information unless you want me to, and will be organizing interested parties somehow, so that we can effect greater change – for ourselves, our freedom, and our beautiful planet.

**Update (May 25, 2012). An excellent opinion piece by a DFO scientist on the axing of the pollution programs at the Department of Fisheries and Oceans. http://www.environmentalhealthnews.org/ehs/news/2012/opinion-mass-firing-of-canada2019s-ocean-scientists

Canadian Conservatives Silence Opposition to the Northern Gateway Oil Pipeline

Canada's ruling Conservatives have passed legislation to silence dissenting voices on the Northern Gateway oil pipeline and other environmental review processes. The Conservatives have made no secret of the fact that they want to quell dissent on environmental issues.

These changes to environmental reviews are part of a sweeping budget bill that will restrict who can appear before regulatory panels. This move will effectively prevent many of those who are opposed to the pipeline from sharing their concerns like experts from environmental organizations.

These new rules will also prevent many of the more than 4,000 private citizens who registered to comment from being heard at hearings into Enbridge Inc’s controversial Northern Gateway pipeline. Many oppose the pipeline because it will foster more oil sands development and increase carbon emissions.

The pipeline project is intended to move tar sands oil to Canada's Pacific Coast. Both the coast and the land the pipeline will traverse are highly sensitive areas.

The legislation will restrict thousands who have signed up to give 10-minute oral presentations and those who are allowed to participate will be prevented from cross-examining Enbridge, the company building the pipeline.

Rather than give interested parties 10 minutes to speak, hours will be wasted on hearings to determine whether they have the right to speak.

In the province of Alberta, home of the environmentally destructive tar-sands, regulators already restrict hearings. The federal government appears to be following Alberta's lead.

The legislation will expedite the review process and provide the rubber stamp that the Conservatives are looking for. The federal government is undermining the country’s environmental review process. This is the fulfillment of the Harper government's ambition to gut environmental law.

Canadian Conservatives Admit to Killing Environmental Dissent

Most of us know that Canada's ruling Conservatives cut environmental spending for ideological reasons, what we did not expect is that the government would admit this publicly. As reported in the National Post, Foreign Minister John Baird unabashedly announced that the Conservatives wanted to get rid of federally-funded environmental advocacy group because they do not agree with their recommendations.

During question period in parliament Baird indicated that his government cut funding to the National Round Table on the Environment and the Economy (NRTEE) because the group offered advice that contradicted Conservative policy. Ironically the group was set up by former Conservative Prime Minister Brian Mulroney in 1988.

The round table, brings together leaders in academia, the environmental movement and business to provide non-partisan research. The NRTEE has strongly warned about the economic risks of not addressing climate change. Part of the Conservatives disdain for the NRTEE is due to the fact that it recommended a carbon tax, which most environmentally concerned people now acknowledge is the best way to put the free markets to work for the planet.

“It’s clear what he is saying, the government is closing institutions down and shutting down the voices with whom they don’t agree with. They don’t like independence. They don’t like criticisms and that is why they are shutting them down,” interim Liberal leader Bob Rae said.

An NRTEE press release sent out Monday during question period announced a new report will be released Wednesday to Environment Minister Peter Kent. The report “identifies the need for Life Cycle Approaches in assessing the economic and environmental sustainability of Canadian products and policies. “

Factoring environmental concerns is contrary to Conservative policies and shutting down the NRTEE is proof that the Tories are playing partisan politics with the budget.

Report: Canadian Government is Not Helping Business Prepare for Climate Change

The Canadian government needs to do a better job disseminating climate change information to companies. Governments also need to be more mindful of how critical infrastructure will be affected by climate change, and make this information available to firms. This is the conclusion of a report from the National Round Table. The report also says that governments need to anticipate climate-related market failures and be ready to step in when necessary.

As reported on Global News, officials for Environment Minister Peter Kent tried to minimize the impact of the report saying the round table's work was readily available elsewhere. Roundtable president David McLaughlin contradicted these remarks saying, "this is new and original information that we're putting out." The report includes systematic research with the sophisticated modeling.

Most experts and even the Office of the Auditor General believe Ottawa is not on track to meet its 2020 emissions targets. This shortfall is expected to be clearly quantified in a forthcoming report by the Roundtable.

For its part the ruling Conservative government just want the Roundtable to go away. The most recent federal budget announced that the Roundtable's funding will be taken away at the end of the year.

The government of Prime Minister Stephen Harper has repeatedly shown their contempt for environmental oversight. Given the Roundtable's role assessing the environment's effects on the economy, it should come as no surprise that the Tories want to eliminate the advisory and research group.

However, until its funding runs out McLaughlin says he will continue to issue reports as usual, detailing how climate change is affecting the economy, and what governments and business should do about it.

Report: Canadian Businesses are Unprepared for Climate Change

Federal government advisors are warning that most Canadian businesses are unprepared for the inevitable effects of climate change. This is the crux of a report released by the National Round Table on the Environment.

Previous analysis done by the Round Table shows that climate change will siphon $5 billion a year from the Canadian economy by 2020, costs will keep soaring and reach between $21 billion and $43 billion a year by 2050.

As reported in Global News, The National Round Table talked with businesses in Canada to see what they are doing to manage climate change. They also looked at companies that are planning for climate change both in Canada and around the world.

Despite the far reaching impacts of climate change, neither business nor government has the plans in place to deal with the losses. Roundtable president David McLaughlin indicated that both business and governments need to rethink the way they manage the risks associated with climate change. "We say climate change is a material risk," he said in an interview. "You've got a disconnect between the way businesses run and think about their business...and in terms of the climate," McLaughlin added.

The report urges securities regulators to increase their enforcement of disclosure guidelines, to make sure companies are showing investors what they are doing about climate change. The researchers also recommend that companies review their infrastructure and assess the impact climate change will have on their markets, their products and services.

McLaughlin underlined the threat saying, "Climate change is so pernicious in the way it affects business and the way it affects the economy....that businesses have to look right across their operations and see where climate change has an impact, and look and see what they can do about it."
